In 1963, he finished his doctorate at the Faculty of Architecture at the University of Geneva in Switzerland. In 1965, Al-Kasm founded a private firm alongside the architect Youssef Abu Hadid, named <\/span><i><span style=\"font-weight: 400;\">Al\u02bfOmr\u0101n<\/span><\/i><span style=\"font-weight: 400;\"> (Urbanism).<sup><em><strong>01<\/strong><\/em><\/sup><\/span><span style=\"font-weight: 400;\"> He taught at the Architecture Department of the Faculty of Fine Arts in Damascus where he was later appointed Dean of the faculty between 1964 and 1970, and between 1970 and 1977 he was head of the Department of Architecture at the Faculty of Engineering.<sup><em><strong>02<\/strong><\/em><\/sup><\/span><span style=\"font-weight: 400;\"> He held the position of Governor of Damascus in 1979 after which he was appointed Prime Minister from 1980 to 1984.<\/span><span style=\"font-weight: 400;\"><sup><em><strong>03<\/strong><\/em><\/sup><\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-721d2a04 elementor-widget elementor-widget-text-editor\" data-id=\"721d2a04\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><strong>Associated Projects:<\/strong><\/p><ul><li><a href=\"https:\/\/www.amasyria.com\/daraa-city-hall\/\" target=\"_blank\" rel=\"noopener\">Daraa City Hall<\/a> Competition (in\u00a0<i>Al-\u02bfOmr\u0101n\u00a0<\/i>with the architect Youssef\u00a0 Abu Hadid)\u00a0 | 1966 | 1st Prize \u2013 Built<\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.amasyria.com\/damascus-car-and-bus-station-3rd-prize\/\" target=\"_blank\" rel=\"noopener\">Damascus car and bus station competition<\/a> | 1967 | proposal &#8211;
